Method development climate vulnerability assessment
Western Norway Research Institute in collaboration with CICERO have been commissioned by the Norwegian Environment Agency to prepare a proposal for a method for the first national climate vulnerability assessment. In the green paper to the parliament «Climate change - together for a climate-robust society» (26, 2022-2023), a strengthened governance system for climate adaptation is presented. A central element in the system is that the knowledge base for policy development must be improved through a national climate vulnerability assessment. The Norwegian Environment Agency has been given responsibility for developing the national climate vulnerability assessment, in collaboration with the governments directorate group for climate adaptation. The work will take place in two tracks, with thematic analyzes of climate-related risk and vulnerability as the main track (track 1). In track 2, independent investigations/projects will be carried out on relevant topics, but without using the method developed for track 1. Track 1 will include the four main themes of nature and the cultural environment, health, food and infrastructure. The thematic analyzes must follow as similar a method. At the same time, there will be a need for modifications, as both the knowledge base and issues vary significantly between the themes. Vestlandsforsking and CICERO will prepare a method for the thematic analyzes in track 1.
