Analysing potentials and barriers in local climate policy

The objective of the project is to increase knowledge about local measures to reduce greenhouse gas emissions. Increased knowledge should encompass both the potential for greenhouse gas reductions by local and short-term as well as long-term measures; and furthermore, to identify barriers that may possibly prevent this potential from being realised in whole or in part.  In order to transform into a low-emission society, it is important that the municipalities use their role as a societal actor. This means that the municipalities should also be involved in transformative processes in local communities and be facilitators for transformation relating to both private households and industry. The potential for local climate policy, emissions assessments and barriers will therefore be assessed based on this role, but with different degree of detail, depending on the strength of the municipality's policy instruments.
