Many local projects aimed at reducing greenhouse gas emissions require cooperation across sectors and actors in order to be implemented. This is in many cases an important barrier for implementing such projects. This research project aims at discovering factors that hinder local governments in contributing to the realization of climate projects involving several sectors and actors.

We will study possible barriers and factors that facilitate cooperation that leads to the realization of this type of climate projects. This research project will be carried out by studying case municipalities where initiatives to such climate projects have had a varied degree av success.
