This article examines how the United States, Norway, and the United Arab Emirates (UAE) are working to reduce emissions from industry. We conducted fieldwork with 139 interviews and 124 field visits to understand the strategies in the three countries. The United States uses a variety of technologies, the UAE continues to build on existing fossil fuel infrastructure, and Norway uses its renewable resources and invests heavily in carbon capture and storage.

The article is the result of collaboration between the University of Sussex and Vestlandsforsking through NTRANS. Vestlandsforsking’s contribution has been to delve into the Norwegian context, identify Norwegian case areas and which actors to interview, and to conduct data collection in Norway.
