eGovernment and public sector organisation

Under the thematic label 'e-Government and public sector organisation' we work on the use of IT in the public sector as well as organisation, administration and governance. Our e-Government projects are mostly concerned with how different public bodies can best enable and encourage users to carry out self-service in their requests for public services.

Together with the public information service Norge.no, we have developed an indicator system measuring the overall quality of public service web sites. This quality assessment is carried out every year and has had quite an impact on the development of pubic service portals. We also work on issues like interoperability in the public sector and the exchange and sharing of information.

The hunt for ever better governance models has led to many reorganisations in municipalities and county municipalities over recent years. Reforms at the governmental level have changed both political governance and the administrative organisation in many of the bigger government agencies. Independent of the political colour of the government, there has always been plans for renewal and reform of the public sector.

Succesful change after introduction of new organisational methods requires carefully considerated strategies, good planning, involvment, and well entrenched processes It also demands great patience and focused follow-up. Flexibility in changes and adjustments during the process and afterwards is also important. Vestlandsforsking wishes to help the development of good governance models in the public sector. We can offer advice and evaluation services in the cross-sectors between social economics, IT, organisation theory and political science.
